Safety & Occupational Health Department
Under the regulatory function of EHS, Safety & Occupational Health Department encompass construction, commercial, marine and industrial developments in all the business units under The Corporate Office (TCO). In terms of the Health & Safety implications for such developments and operations, regulations include:
· Building and general civil work construction regulations.
· Health & Safety Regulations & Standards.
· Safety Instructions.
· PCFC Rules.
The Safety & Occupational Health function covers the processes and procedures in regards to new client applications and facility allocation requests, engineering and machinery drawing reviews, construction safety, building completion inspections and operations fitness inspections for all our Business Units and their tenants viz: Technopark, Jafza North and South, DMC, JADAF, DP World, DMCC, Heavy Equipment FZ, Décor FZ etc.
Mission
The mission of this department is to ensure safe and accident free development within the Emirate of Dubai.
Main Functions
Construction Safety is the primary component of this department and includes Dubai’s most ambitious projects, including: PALM Jumeirah, PALM JA, The World, International City, Lake Towers, Jumeirah Village, Jumeirah Islands, The Gardens and all future projects.
The Occupational Health & Safety function includes ensuring regulatory compliance of all commercial, industrial and marine operations undertaken by the group and its clients.
Other Marine related Safety & Occupational Health functions include;
a) All ship inspections of vessels: to ensure that standards remain in line with Dubai Ports rules regulations as well as the requirements of the International Maritime organizations, SOLAS, MARPOL, ISM etc. Inspections are focused on the detention and/or rejection of vessels not meeting the stipulated requirements.
b) Providing health & safety advice in planning and development issues: this includes new developments and strategic direction. This function also includes developments undertaken by the corporation such as the construction of new port facilities such as terminals, warehouses, maintenance workshops etc. In accordance with these developments, this function includes all process operations by external contractors/consultants.
c) Performing an active role in the implementation of port’s health and safety requirements: involving vessel repairs in order to maintain an accident free work environment. Only port-approved ship repair contractors and surveyors are permitted to carry out ship repair activities within port premises. Since 2002, EHS has maintained an immaculate record of zero reported accidents.
d) Issuance of marine- compliant hazardous material storage advisory: ships calling Dubai ports are examined carefully on case-by-case basis and permitted entry only on the basis of compliance with health and safety requirements. Appropriate control measures are implemented to all ships operating outside normal conditions. This function provides IMDG-stipulated counsel regarding the safe storage and handling of hazardous cargo. This includes segregation and stowage requirements of various cargo.
e) Training Programs:
· Safety Officer training in ship repair activities (ship repair industry).
· Ship Repair Supervisor training for DPA approved ship repair contractors.
· Training in Hot Work and Gas Free Survey for DPA-approved survey companies.
· Training in safety at marine tanker terminals and ship-shore checklist (tanker berth users).
· Training in Permit To Work systems.
· Basic safety induction and refresher courses for PCFC employees.
Major Strategic Goals
· To maintain safe working conditions and reduce accidents at all work sites.
· To maintain zero accidents in ship repair activities.
Future Plans
This division is projected to develop a number of Mutual Aid Groups and Regulatory Oversight Committees, as well as increase division interaction with stakeholders and customers and achieve all EHS Regulatory goals. In addition, various new training courses will be introduced in near future to cater to the growing demands of the organization, coordinated with the circulation of environment, health and safety booklets and posters to increase awareness.
EHS strives to optimize port business and customer satisfaction while saving time and money through corporate flexibility, reliability and management accessibility. Providing a proactive approach by using inherent management controls to identify areas for improvement will create a safe and environmentally friendly working atmosphere for business.
